SFURTI Scheme The Scheme of Fund for the Regeneration of Traditional Industries (SFURTI) to promote cluster development to enable traditional industries to be more productive and profitable. was launched in 2005 by the Ministry of MSME and the Government of India.
This Scheme plans to set up Common Facility Centers (CFCs) to generate continuous employment opportunities. SFURTI will work are Bamboo, Honey, and Khadi clusters.

Purpose of SFURTI Scheme :
- Organizing traditional industries and artisans into clusters to make them competitive and provide support for their long-term sustainability and economies of scale.
- Traditional industry artisans and rural entrepreneurs for providing continuous employment.
- To enhance marketability of products of such clusters by providing sup port for new products, design intervention and improved packaging and also the improvement of marketing infrastructure;
- Enhance the marketability of such groups of products by providing support for improvements in new products, design interventions and better packaging and marketing infrastructure.
- To equip the traditional artisans of the respective groups with advanced skills and abilities through training and demonstration visits.
- For artisans arranging common facilities and advanced tools and equipment to promote optimum utilization of infrastructure facilities.
- To ensure convergence from the design stage with each activity of the cluster formation and operations thereof.

- Strengthening cluster governance systems with active participation of stakeholders, so that they can assess emerging challenges and opportunities and respond to them in a coherent manner.
- Build new models of innovative and traditional skills, advanced technologies, advanced processes, market intelligence and public-private partnerships, in order to gradually replicate the same model of the cluster based regenerated traditional industries.
- To establish a multi-product cluster with integrated value chain and seek a robust market driven approach for the viability and long-term sustainability of the cluster.
- Identifying and understanding the cluster’s target customers, understanding their needs and aspirations and developing and offering a product line to meet the requirement. There should be substantial focus on the buyer segment which places a premium on natural, eco-friendly, ethically sourced and exclusivity of Khadi & VI products.
- Develop a unique product line from the currently offered diverse basket of contrasting products based on the understanding of the target consumer segment. There also needs to be a brand integration exercise to maximize value.
Financial assistance to be provided for the revamped SFURTI are classified into three types of clusters with budget limits per cluster:
- Heritage (1000 to 2500 artisans) – Rs. 8 crore
- Major (500 to 1000 artisans) – Rs. 3 crore
- Heritage ( 150 to 500 artisans) – Rs. 1.50 crore

Under SFURTI Scheme following eligible entities that offer Loans :
- Field functionaries of State and Central Governments.
- Non-Government Organizations.
- Semi-Government Institutions and Institutions of the Central and State Governments.
- Corporates and Corporate Responsibility Foundations
- Panchayati Raj Institutions
- Private sector by forming cluster specific SPVs
Process to apply for SFURTI Scheme :
- Under SFURTI scheme, to apply for loan, eligible entities/agencies/organizations are required to submit the proposal to the State Office.
- Before submitting to the Scheme Steering Committee for final approval,KVIC and the same is checked at the State Level and Zonal Level.
